SpenceTek, Inc. markets and services high quality test and measurement instruments manufactured by Topward Electric Instruments Co., Ltd. Established in 1978, Topward boasts worldwide sales of reliable instruments. Topward's sales, marketing, manufacturing, and research and development facilities are all located in Taiwan.

Topward Electric Instruments Co., Ltd, a privately owned company founded in Taiwan by Ted C.T. Hwang in 1978, has a comprehensive line of off-the-shelf Topward brand test instruments. They can also provide specially customized products.

Topward has the most complete system DC power supplies with a total of 68 models for voltage up to 60V and current up to 10A. Most of their power supply models are designed and manufactured per IEC-1010-1 specifications. Twelve best selling models have passed the EMC test and received GS safety certificate from TüV Rheinland Taiwan. Most of their Function Generators and Digital Multimeters have also passed the EMC test required for the European community.

SpenceTek has been associated with Topward since 1985 and is the master distributor of Topward Instruments in the United States with sales, marketing, and a full service facility conveniently located in the San Jose, California area. SpenceTek's services include technical support, instrument calibration, and warranty and out-of-warranty service. SpenceTek also warehouses a large inventory and selection of Topward instruments.
